Can you reduce your starting load by 30-50% with-out causing any safety concerns. I have heard some slow-burning powders can cause problems when they are light loaded. Is Blue Dot one of these?
 
what type of bullet? don't reduce jacket bullets below the listed starting loads, they will leave the jacket in the barrel and you'll be going to the 'smith to get it out.
 
XTP 147gr HP The listed starting load and the max are the same...... 6.2 grains of Blue Dot.... OAL of 1.14. I guess my problem is that my CZ-75 won't take bullets with an exposed straight bullet shank of .05" so I have to drop my OAL to 1.10 - 1.09 which is below listed manufactures specs.....

Sounds to me like a poor match of bullet weight and powder... Sorry checked their site the 6.2 is max. You're supposed to reduce 10% and work up to what works best for you, not exceeding the 6.2 or when you have other signs that pressures are getting too high.

And your CZ won't take ammo loaded to commercial spec? Sounds like you have other issues to sort out.

FWIW I'd still consider finding another recipe that might be better for you rather than trying to make that one work by screwing with OAL... That can SERIOUSLY affect pressures, as can screwing with quantity. First and foremost be SAFE, its not worth saving $20 if leaves you crippled, blind or dead.
