it says on the manitoba wildlife federation website that minors can possess a firearm, but how could that be if you cant acquire one?
Minors (ages 12 – 17) can qualify for a Minor’s License to possess a non-restricted firearm for the purpose of hunting, target shooting or to transport a firearm to and from a shooting range providing they have successfully completed the Canadian Firearms Safety Course. http://mwf.mb.ca/mwf/mwf_things_hunter_laws.html
