MNR Licensing Automation Service raises concerns
OFAH wants provincial government to resolve privacy and postage issues

Ontario anglers and hunters who have renewed their Outdoors Card, purchased a game license or entered a game draw through the Ministry of Natural Resources (MNR) in recent months are familiar with the province’s new Licensing Automation Service (LAS). Replacing the outdated paper system is a suite of options including Internet, Telephone Application System (TAS), ServiceOntario centres and local license issuers. However, awarding the LAS contract to the US-based firm Active Outdoors, slow implementation, and system glitches have plagued the new service.

The Ontario Federation of Anglers and Hunters (OFAH) has worked with the MNR since the launch to try to address some of the problems encountered with LAS, but two major issues remain unresolved.

"We are appalled that money from the province’s Special Purpose Account (SPA), which is primarily funded through fishing and hunting license fees and is designed to support fish and wildlife programming, is being used to mail Ontario game licenses from the contractor’s operation in Nashville, Tennessee," said Angelo Lombardo, OFAH Executive Director. "Every piece of mail being sent from the US is costing the SPA 16 cents more than a Canadian stamp. Tens of thousands of dollars slated for fish and wildlife are going to be wasted on the US Postal service if the MNR doesn’t correct this issue. In this economic climate, Ontario taxpayers expect their government to spend SPA funds here at home on much needed support for fish and wildlife programs."

The OFAH has heard from many members who are deeply concerned about the loss of privacy that is inherent in having MNR licensing information stored in the US. Despite assurances from the MNR that their data is secure, OFAH members have expressed their frustration with having their personal information stored outside of Ontario, particularly as all data gathered by a company that operates in the US is subject to the US Patriot Act.

"These glaring issues leave us wondering if all aspects of moving to LAS were fully considered during the tendering process. On behalf of Ontario’s anglers and hunters, we have submitted a Freedom of Information request to learn all we can about the LAS contract, and to ensure that our government is acting in our best interest," Lombardo added.

have you considered taking hostages? (clearly joking). This situation sucks, at least you can have the credit card company do something soon.

I've already talked to Master Card and they will charge MNR back after 30 days so I'll give them a call the end of this week.

I got a response to my email to their complaints department yesterday.

With only 2 weeks to go I don't think I will take the offer. A couple of weeks ago they told me to pay an extra $10.50 and I could get replacement tags.
 
I'm always suspicious when I feel I might be the beta tester for a new service. I took the 10 extra minutes to drive to the Archer's Nook and buy my turkey tags...

The problem is there are fewer and fewer places selling them!
 
even if you buy your moose tag over the counter, you only get a receipt, and they are supposed to mail the seal. Hopefully they pull this service back into Ontario.
 
Don't expect this situation to change in Dalton's Ontario. He's got the province into a Jeezly deep deficit hole. The four main spending priorities do not include fish and game. The departments that have neutral or modest increases are education, health, youth and community services, and justice. The other dozen or fifteen departments have to reduce spending this year by 5%. Future years don't look any easier either.

Ms. Laurie Scott: My question is to the Minister of Natural Resources. Minister, yesterday, I raised the protection of the personal and private protection of Ontarians, now that this information is being stored in the United States. You stated, “We have built ... tough protections into the company’s contract. They cannot disclose any information without prior approval from us.”

It sounds good, but Minister, were you aware that under terms of the United States Patriot Act, the United States government has the right to access information on Canadians if it is stored in the US or accessible electronically? The Patriot Act supersedes any private contracts. Minister, do you still maintain that the personal information of Ontarians is well protected?

Hon. Michael Gravelle: I do appreciate the question, and I appreciate the opportunity to respond. We take privacy very, very seriously. I want to be able to say very clearly the company awarded the contract is contractually obligated to follow Ontario’s Freedom of Information and Protection of Privacy Act as part of its agreement the company cannot directly or indirectly use, collect or disclose any personal information for any purposes not authorized by our ministry. They must keep these records secure. They must prevent any loss, misuse, unauthorized access, disclosure, alteration and destruction. The fact is we are very, very clear in terms of those protection, and we feel confident that the privacy of Ontarians is secure.

The Speaker (Hon. Dave Levac): Supplementary?

Ms. Laurie Scott: My question was about United States laws, not the company’s. According to your own ministry, 730,000 licences have been processed by Active Outdoors in Tennessee; 730,000 Ontarians have now that had their personal information shipped to the United States, and it can be accessed by the US government.

In light of the provisions of the United States’ Patriot Act, do you now agree your ministry may be responsible for a serious and major breech of privacy protection for Ontario citizens?

Hon. Michael Gravelle: Mr. Speaker, we are very, very confident that the privacy of Ontarians is secure based upon the contractual agreement we came to with the company that was awarded the contract. I’ll repeat what I said. The obligations are very clear. They agreed to it. They signed off on it. They need to keep the records secure. They need to prevent any loss, any misuse, any unauthorized access, any disclosure, alteration or destruction of the records themselves. They cannot directly or indirectly use, collect or disclose any personal information—

I think some of you are taking this way too seriously. You are that paranoid about the US? This is starting to sound like a tin foil thread. As for the OFAH, they are a good group, but they are not always on our side either. (handgun hunting)

OFAH should find something better to do with their time and MY donations!!
 
My beef is that they should have given this to a Canadian company, or should have at least asked for input. another case of our own government giving our jobs away.
 
It goes to whoever the tender is awarded to. Did a Canadian company enter a bid and complete it properly?

For example, the YRP put out a tender for their new ERT armored vehicle. Only 3 companies responded and only two completed it properly. Therefor, one was disqualified. The bid was won by Cambli International Inc. The cost of the armored vehicle was $341,000.00

I'd say some Canadian companies lose jobs because they fail to meet standards and follow the guidelines or even enter a bid.

An RFP was released and posted on the Biddingo website and advertised in the Toronto Star on June 1, 2010. The RFP closed on June 15, 2010 at 3:00 p.m. local time. Thirteen proponents picked up the bid document and, at the time of closing, three proponents submitted bids. bought my moose tag ten days ago still waiting on tags to be mailed for me

Your tags won't be mailed until late July... just like every other year... they have to wait until the deadline closes then they run through the draws... P1C1 guaranteed groups, P1C1 large group, P1C1 Individual, P1C2, P2C1 and finally P2C2 (by then tags are gone in 95% of units)... this is the way it has always been.

My big "beef" with the system is how FRIGGING repetetive and redundant it is... if you are buying one tag I suppose you can tolerate it... I was the group leader for our moose group and bought four tags... then bought three deer tags for my father, son and I... then applied for the elk draw for my father, son and I... By the time I was finished going through that supid system that many times, I ONLY WANTED ONE TAG... for myself, because I was that close to shooting myself!!!
 
What do expect when your buying tags for other people, of course its going to be repetitive, what you want them to do...change how you interact with the site after every license purchase haha ya that will keep it simple.

As you can see people are making complaints up like i haven't received my moose tag yet. Because they are mailed after the draw is run. Like every year. This is the stuff people need to think or read up on before they talk and make some bogus statements!

If no Canadian company completed the bidding process then good for the US company to be able to do so. We have no reason to complain.

I'll bet even if it was a Canadian company people would still be complaining its taking too long, too much money , not enough resources, wheres my moose tag...etc.

If you say no to a US company's doing business in Canada then the US can say no to a Canadian company bidding on US jobs, would that be fair?

No matter what is done, EVERYONE HUNTER, ANGLER, LOBBYIST WILL NEVER BE HAPPY!

I'm sure the new system will be fine once the bugs are worked out.

They already do that. Apparently you haven't heard of the US campaign of "Buy US"...

I would pay more to keep the jobs here. They send the jobs out of country and then lay off people. Sometimes we have to say enough is enough, and stand up for ourselves.
