Model 1891 Mosin Nagant Soviet Infantry Rifle

Rear sight leaf mod is Finnish like M27. Cleaning rod tells you nothing as can be switched anytime. All things point to Finland except the absence of metric markings on the right side or rear sight base. IMHO.
 
The reason I don't think the rear sight is Finnish is because the notch is much finer than a M27 (at least from the photos I have seen), and the plate can be moved side to side by loosening the screws (there are cuts in the rear sight to move it which when looking at the photos of the M27 rear sights there isn't), if you look at this photo here you can see the cuts in the sight for adjusting it.



It is likely M27 inspired but I don't know who did it, likely a post war modification if I had to guess. Overall though the reasons I don't think it is Finnish are the following, no SA markings, no wire-hangers added to the sling swivels, cleaning rod (though as you have mentioned it could have been replaced, I am just using it as circumstantial evidence as all this is), and no metric equivalents on the rear sight/sight base.

Things that could be considered as Finnish or Spanish Civil War are the fact the parts are mixed up (Remington bolt and magazine housing, which some Remington manufactured M91s did make it to Spain through Mexico, just as some made it to Finland), maybe the rear sight (though it is suspect, does lean towards Finland), and the lack of import marks (once again applicable for both a Spanish Civil War rifle and a Finnish rifle).

On a side note if you look at the picture in this post you can see a other serial number printed sideways (reads 896) does anyone know who might have done this (or why)? Maybe some sort of rack or storage number?
