When FN took over the Winchester firearms brand and moved production out of Connecticut. Going by memory, that was 2009.

What are we referring to? Limited editions? African Safari grade rifles? Based on the question, I presumed the OP wants to know when the Mauser claw returned on all models?
The claw extractor and controlled round feeding returned on all models in 1992. They’re called the M70 classic.
The only change they made in 2009 was the enclosed MOA trigger, which I consider a step backwards.
Edited to add: There were a couple variations like
The coyote varmint rifles that remained push feed, and I think there was a hybrid controlled round push feed for the WSSM actions
