Modified pump magazine

Hypothetical question: is it illegal to modify a magazine to accept more than the factory designed amount of rounds in a manual action?
Say a mag fed 870, if an owner had some fabricating skills, cut the bottom off a mag, welded an extension and made an appropriate spring. Is that any different than a 10 round tubular extension?
Assuming proprietary mag that cannot fit a semi auto action.

Pump/bolt action gun is unlimited Ammo(long as its a dedicated magazine).

Travel stateside, buy a saiga drum, cut the feed lips off. Take a REM mag, cut the feed lips off. Weld rem feed lips to drum mag.

Import frankenmag?

Would it still not be limited to 5 rounds since it was originally designed for a semi and now it would simply be a modified drum?

Or just get a Mossberg 590 DM and get some 20 rounders, which are already available in Canada.

Trying to pump the action with a drum mag getting in the way wouldn’t make it very fun to use, there’s a reason you usually only see drum mags on semi auto shotguns unfortunately. If it was ergonomically doable I’d love one on a pump 12g.
