mono type and foundry type - what is a fair price?

Can he guarantee and prove its composition? If so, I'd look at the retail prices (including shipping) on this website and work down.

They list "5/15 Monotype" (5% Tin/15% Antimony/80% Lead) which would have a BHN of about 23, for between $5 and $7/lb depending on quantity purchased. It would be a very useful alloy for bullet casting and could be used as is, mixed with pure lead, or mixed with wheelweight to suit.
Around $1/lb should not be insulting to him as a starting point.
