Moose and Bear combined hunt in Ont..??

It seems that its about impossible to contact the local MNR office anymore for clarification questions so will try it here.
A group of guys all buy moose licenses for a camp hunt and say only 2 also get bear licenses! Does that create any issues with the legalities?
My take is that only those 2 guys with bear licenses would be allowed to place bait in the barrels, sit and wait over those baits and to shoot any bears.

My concerns arise from an incident many years ago where some guys in a deer camp got charged after a CO came into camp and questioned them about what gun? what ammo? each of them was using. Problem is I can't remember the details but it was related to the fact that some had 1 license and some had 2.
 
Just had a quick look at the regs, and party hunting is permitted for bear hunting. There are conditions, but basically anybody can shoot a bear as long as someone has a valid tag.

There must have been something else going on in the other incident for charges to have been laid. Maybe some only had small game licences, which would prohibit them from carrying centrefire rifles??
 
Correct. You must have a license to shoot the bears. Only the people who have purchased the tag can party hunt for that animal. If someone in the group has both a moose tag and a bear tag and uses his seal to tag a bear shot by someone who does not have a bear license both people are committing an offense under the law.

Having said that I'm sure it happens all the time.

No, you are wrong. Every member of the party hunt (for bears), must have a bear license. What party hunting allows them to do is after filling their own seal, they may hunt on another licensed bear hunters seal (ie three licenses bear hunters may shoot three licensed bears. But one person may shoot all 3).

The "camp tag" of days gone by where one person would buy a bear license/seal any anyone in camp would fill it is long gone.

Unfortunately it does, fortunately ive heard of a few cases in recent years where charges were laid. Get with the times people, this isnt 1953 anymore.
 
If guys want to hunt bear, go buy a bear tag...If its the $45 they are worried about spending, time for a new hobby...;)

Really? Unless they are shooting more bears than there are tags for them, who is really getting hurt? Seems like another paper crime to me.

That being said, I don't break these laws, just an observation.
