Moose Tags in Sask

About every 3 weeks I hear on the news that there are more moose tags available in Sask.
I'm on the Sask / AB border (AB side) so it's relative news.
What I'm wondering is can non-residents buy tags(mainly...me ) too?
Or is it resident only? Which is cool too; gotta take care of the hometown boys 1st

Only Sask residents are eligible for big game draw.

And some zones aren't in the draw system, any Sask resident can purchase a license for these areas, but throughout the province non-residents can hunt moose only by using licensed outfitters.
