Classified NR or R due to length?
I think it would be pretty cool to have, but I believe it'll fall more under whether or not Marstar counts as manufacturing the Obrez, or if it was modified from a Mosin. If it was a modification, it'd be "P" due to it being cut well below what's allowed, which Marstar would be allowed to have since they've got their stuff for full autos and whatnot too, but unless it was from the ground up like a mare's leg or something, I don't think normies could have it.
 
I would agree with Unagi...The way that we are able to have the short barrel shotgun (Rem 870 with 8" barrel) and levers (Mare's Leg) are because the barrels are commercially manufactured in that length. Obviously, Mosin's never had a tiny barrel.

You CAN cut a barrel, but within the limits of the law. For example, you can cut a pump shotgun or 22 rifle barrel, but not any shorter than 18" and 18.6" for semi autos.

Don't get me wrong, I think this is a nicely executed little rifle...but it would be a prohib for sure. Here's what I found on the RCMP table

This was an attempt to pull a 91/30 into more of a 91/59 territory. Migrated the bolt handle to the rear so I could install classic mounts for a standard optic setup. Barrel chopped down (20/21"? don't remember exactly) and the eschutions/ barrel band springs migrated back to compensate. Permanent buttpad installed and stock refinished to a darker colour.
 
The Shotgun News gunsmithing book has an article detailing sporting a Mosin Nagant. Bolt handle relocated as above. Flush magazine. About the only stand out characteristic left was the cocking piece.
