Mosin M38 is it possible?

Yes it is possible but try shooting it first because if the barrel was conterbored it means that only the first bit of the barrel had damage that was likely caused by cleaning not shooting. 38's can shoot very well without the off center weight of a bayonet like the 44 has. Don't replace the barrel the 38 is more rare and interesting in it's issued form.
A counter bored barrel could be a Finnish Capture Rifle. Check the left side of the barrel near the receiver for a "SA" within a rectangle. The Finns counter bored barrels when needed, and this ususally was from a barrel obstruction such as snow.
I would shoot it first and see what it does. As mentioned, you could probably buy andother M38 Mosin Nagant for the price of having a barrel put on this one.

Most of the Ukranian imported M38 carbines that I looked at over the years at two different importers had counterbored barrels for some reason, compared to M44's which mostly had intact barrels. The only intact M38's in any quantity that I saw came out of the Middle East 20 years ago.
I've got an M38 with a nice but counterbored barrel and it shoots just fine (I was grouping just over 2" at 100 yards with Czech surplus). With a more thorough rest set up, perhaps tightening the stock screws/fit and some commercial or reloaded ammo, I'm sure that it could provide a tighter group.
Give your rifle a try and really clean her thoroughly if you shoot corrosive ammo. More likely than not you'll be happy with it as is.
