mosin nagant sniper scope picture?

Ok so i got one of those mosin snipers from tradex a few weeks ago

I sighted it in at 100M

the crosshairs are about 3/4 of the way to the top of sight picture when the scope it at 100 meter setting

if i adjust it all the way to 1100M the crosshairs drop to the bottom 1/4 of the sight picture it

is this the proper sight picture setup???

Most modern scopes are image moving, so that the reticle always appears centered.
The PU scopes does it the other way, so the reticle moves.
