I recently came into a mosin that's in pretty rough shape and unfortunately will have to become a bubba job (as much as I hate bubba) as the stock is rough and cracked in places (this is the least of my concern) but the last 6 inches of the barrel must have been packed with mud for quite some time or cleaned poorly as the rifling Is almost non existant/pitted to hell so I have decided to shorten the barrel. How would one go about crowning the barrel after cutting and squaring? Also, how would I go about reattaching the front sight as I will just be plinking with this after?

if you check brownells... they sell the barrel crowning tools/cutters.. (not sure bout front site.. is it dovetailed ? )
 
You can buy crowning tools, Brownells sells a few. I use a cone stone in a hand drill. Cutting, squaring by hand with a file and crowning an SKS with a cone stone resulted in the same 3-4" groups the rifle shot brand new with a good factory crown. I wouldn't do it on an LR rifle but for anything less, the craftsman makes the job not the tool.
 
Make sure your run of the mill 9130 isn't something special like a 41 tula. The easiest way to get the original sight base back on the barrel is silver solder.
 
If you could care less what other people think of you, I always liked the idea of a properly shortened full wood Mosin around 24" or so made from one with a serious defect at the end of an otherwise serviceable barrel. The carbines are a little short for me. A better sighting setup wouldn't hurt so long as its not queer hunting open sights like Enfield sporters get downgraded with.
 
Sounds like it needs a lot of work, since they can be bought pretty cheap in good condition, perhaps this one would make a good parts gun, unless you want it as a project for something to do.
