Mossberg 352KB -semi

Have a Mossberg 352KB semi .22 that indicates it shoots both short/long/long rifle. When I fire shorts or longs they never fully cycle the action and eject.
Is this normal for this gun?
I have been using CCI CB's . Am i using the wrong ammo?

the shorts and longs don't have the juice that the lr does. there is not enough gas with the smaller rounds to cycle the bolt.
