How will this bolt action rifle that accepts AR mags effect mag limits for ARs?

As said, it won't. Just buy the 10 round pistol mags and you're all set. No need to limit yourself to 5 rounds.

I'm wondering if this opens up the market to 20 or 30 round mags.

It is because of the very fact that it accepts AR mags. The mags were designed to be used in a semi auto centre fire and therefore are limited to 5 rounds. To get a "kosher" magazine it would have to be in someway different than an AR mag and designed be for a firearm with a manual action but simply happens to work in an AR-15(kind of like how AIA enfield mags just happen to work in an m14). In short, it would be possible to get through the legal loophole and have a "high cap" mag that happens to work in an AR but it would just take a fair bit of money and a manufacturer willing to be involved.
