Mossberg MVP LC, Howa ACP, or Ruger Precision

A buddy of mine picked up a Mossberg MVP as his first target rifle. It shot poorly, even with an experienced shooter behind the wheel and various handloads. Upon inspection, the front action screw was binding because of a machining mismatch between the chassis and the receiver. Shoddy workmanship to say the least...
 
What about Rem 783 with 16.5" heavy barrel + MDT chassis? Would that barrel be too short? Thinking 223 or 308 up to 800 m
 
Most accurate OEM rig I have in 308 is a 2nd hand Savage 10HS. Savage makes 10 round mags for them as well. Shoots very well, and was $650.
