The Norinco I have used has functioned fine but the accuracy was pretty bad. Some love it some hate it. Out of my AR with an Eotech my Norinco groups were twice the size of AE groups. I'm not going for precision shooting here but 3.5-4 MOA is a sloppy for me. I have not tried Wolf or Barnaul ammo yet and would like to know how it compares to Norinco and American ammo.
 
I've had the same accuracy from the ones I've tried in my T97 as far as bulk ammo goes. All round 3-4 moa.

So therefore I'll go with the cheapest which used to be NORINCO. Now that it's gone I'll probably try out tulammo
 
The 'most accurate' ammo will depend on what your rifle likes. The cost or brand means nothing. If you're not reloading, you have to try a box of as many brands as you can to find the ammo your rifle shoots best.

What a certain rifle likes is a factor but not the only factor. Saying brands do not matter is suggesting there is not difference in tolerance and quality between 4 MOA Norinco and match grade ammo.

If I was using a precision scope and looking for sub MOA groups I would reload .223 but I'm only looking for 2 or less MOA out of fairly cheap bulk ammo. I reload match 308W, 9mm, and .45acp but for me it is not worth my time right now to reload .223.
 
in my experience, the Norinco is much better than 4 MOA. In fact, if I do all my stuff, and the moon aligns, I can generally do between 1.5 and 2 MOA. With my particular rifle and that ammo. some days its worse, some days its better. I have shot half inch groups at 50m with a non magnified red dot. can't do it all the time, but as long as I hunker down its never worse than 2MOA.

the consistency is better with AE for sure.
