Actually the New E&G Racer is among the best, Bleiker likely a close second, then Anschutz, FWB, Walther (not the sporters, the match grade rifles) all compete, and most still need some fiddling to make them accurate.
you can take a Sako P94s Sako action and turn it into a good shooter but you need to rebarrel it, Anschutz is likely the best rifle make as they do offer a lot of different configurations and they consistently shoot very very very well. the serious shooters typically rebarrel an anschutz if they want a real shooter. Bleiker uses a Lilja barrel on their most accurate offering. Expect to pay around $4K for a top shooter.

Under $600... CZ452 Varmint or Savage BTVSS... mine are equal in the accuracy department... If you bring "fit and finish" into the equation, then go with the CZ (again this is an "out-of-the-box comparison). You still gotta scope it, plus rings and mounts... it can be done with both for $600.
A little more explanation on my post. The out of the box Savage accutrigger is better than the out of the box CZ452 trigger. That's why I suggested the 453 model as it has the single set trigger that can be set quite light. The CZ452 trigger can easily be modded for cheap with a spring and shim kit, or similar alternative ( I just cut down my spring).
There is no accuracy advantage of the Varmint over the American models of the 452/453. Pick which barrel style you prefer. There are differences in some of the models in the way they are bedded, but both shoot equally well. Me, I like the American for its light, full floated barrel. I also have a Varmint, but in 453, in which case it is also full floated. The 452 Varmint has a barrel lug near the receiver. So its set up a little differently.

I agree about the accutrigger being better OTB. The nice thing about them too is that you can easily mod them with a set of wirecutters to a pull weight of less than a pound, and with the sear block on the trigger it makes the bump test irrelevant.
On my CZ 452 I had to install a yodave kit to get it under two pounds with a clean creepfree trigger break, but any lighter then that and it fails the bump test.
That said, I much prefer the overall look and feel of the CZ rifles. They are just a very nice rifle for their price.

I'm with you on that one, nor would I turn down a 452 model just because it takes a little tinkering to make the trigger even better. The CZ's have very nice wood stocks, and a receiver that resembles a centre fire rifle, like a Mauser. The Savages remind me too much of the cheap 22's that I had as a kid, as they seem to follow that old Lakefield and Cooey sort of design.
Maybe it should get stuck up top? I agree it does come up a lot.
