You've proven that in court? You can't sell reloaded ammunition without a license. Calling it scrap or whatever doesn't change what it is. This is not something I worry about but since so many here are obsessed with following every dumb, useless law nobody watches I thought I would share that.
 
Using a collet dies on pistol bullet might nor work at all. Une a kinetic bullet hammer. Done it on about 800 9 mm major load..it work but take time.
Best..show up at you Club and just offer free ammo.. get back you casing.
 
I no longer shoot .40 S&W and .223; gave a guy a great deal who knows and shoots with me. He's happy, I'm happy.
