Mounted Shooting

I'm training a new horse I have for mounted shooting. I've started shooting my 1860 with just caps off of him already.As soon as the ear plugs I ordered for him arrive I want to start shooting full blank loads from my 45LC.The blank loads I made are with 35gr. of B.P.The wadding I use is that dry green foam stuff that they use in flower shops(forget the name of the stuff) with just a light roll on the end of the case.
Now can anyone tell me if this load is about right? or can I lighten up on the powder? I also heard of some people adding a grain or two of 4831 to help in busting the balloons. Would like to hear some Ideas from other mounted shooters.
The other thing I would like to Know is the legality of fireing blanks with a pistol on your own property, or do I have to pack my horse to the range?
