The whole process of mounting a scope is new to me and so Im starting out small with my 10/22. It came with a base rail of some sort I believe it is a weaver mount somebody please correct me if I'm wrong. I understand I would need rings of some sort that fit a weaver rail but does the size of the ring also matter or is that standard for most scopes?

Yes, the size of rings do matter, but the most common tube diameter for scopes is 1". So a medium height 1" weaver ring should work fine for you.
the rail ruger provides with the gun has a 3/8" dovetail running the full length and 20mm weaver slots on the ends. With a 1" low weaver ring and 32mm objective I found the objective hits the rear sight. 1" med would work good
So should I use weaver rings or the dovetail?
Also what are some decent scopes? I expect this gun to last quite some tome so im willing to spend at least $100 for it.

Actually, it is indeed a TRUE Weaver base. As in it fits Weaver-branded rings.
It is not a Weaver / Picatinny base as most people understand "Weaver" to mean.
