There were o/u combination guns which used a sideslapper lock with two hammers.
I don't think I've ever heard of a pistol with a mule ear lock.
Years ago I had a set of modern castings for a lock about the size of yours. Never made it up, eventually sold it.
Not unusual for percussion locks to lack a half #### notch.
 
This was only at my place for a short time as i picked it up for someone else so not real good pictures, it is a mule ear that was made to put one load in and then another load above. Not sure this worked very good but is interesting. Gun was made by J Walker in Simcoe Ontario
