My apologies to the mods.... but 80% AR15 again

I have looked through the forums, and have done some searches, and have not found what I was looking for.
I am wondering what constitutes an 80% reciever for an AR15. Has anyone gone down this path with the CFC or thier PFO? I am wondering at which point they classed a normal 'in the rough' reciever as an actual AR. Do you need the internals hollowed out first? mag well cut? room for the trigger mechanism?

There is no such thing as an 80% receiver for Canadian legal terms. The 80% thing is like talking about Class 3 firearms in Canada. No such thing. It's either a chunk of metal or it's a registered receiver.

CFC's interpretation is that once the owner/possessor has intention to make it a firearm, it is a firearm.

So glean what you will from that. And interpret that how you will.

I said then a stripped rec is not a rec? they said NO

if you are able to assemble it and fire it is a firearm


I really think they keep if confusing as they dont want us to build our own guns

no one will give you a straight answer each answer I got contradicted the previous one

Yeah this is actually the BS as to why I asked. I am NOT building a firing gun, but something that would use the reciever (partial) of an AR (IF I go ahead). My concern is that kinda grey area. Its not going to be a gun, its not going to have a barrel, it will not have a trigger group, etc, etc, etc but will have a deactivated (incomplete manufacture) Ar lower. My concern is that someone might try to get gung-ho and at some future date class it as an 'actual' firearm, since the lower 'looks' like the real thing.

Well since that's the grey area, Dlask should make 95% receivers with everything but the fire control holes drilled. I'd buy some! They would make awesome display models.

I think all the holes have to be drilled and the reciver threded for the buttstock tube.

The CFC and RCMp have it in writting already....basically they are refering to the definition of a firearm found in sec 2 of the Criminal Code.


“firearm” means a barrelled weapon from which any shot, bullet or other projectile can be discharged and that is capable of causing serious bodily injury or death to a person, and includes any frame or receiver of such a barrelled weapon and anything that can be adapted for use as a firearm;

Usually adaptable would refer to being readily adaptable, ie assembled. If the 80% receiver needs extensive jigs, machining and guaging before assembly then it wouldn't fit this definition. if you intend to machine an 80% and have the knowledge, skills and ability (ie a shop) then you are closer to making it a firearm. but if you have it as a collector piece to show the stages of how your AR was made (ie raw forging, 80% and finished receiver) then you dont have a firearm.

Jig? We don't need no stinkin' jig, we be tool maker! Drawing and leave me alone for half hour on the mill if all it needs is the holes, the tap will cost 60$ or so though, it's an oddball, hmmmmm, i feel a new project coming on.....
