Looks to me like a proper 1943 dated round reciever. Due to wartime QC cuts many midwar rifles will exhibit very rough machining and poor quality finishes. That being said they are still excellent rifles and shoot just the same as their pre and post war counterparts.

I can vouch for this. My 1942 Izzy's finish is brutal, but it's easily one of the most accurate rifles I own. 1 moa with reloads is amazing for a $165 rifle.
 
no, the extractor was my fault

I needed to get it out to properly adjust it and it wouldn't come out. tried an arbor press and a bunch of special tools i made for mosin work. No dice. I ended up cutting a slot in the dovetail end with a carbide endmill. the next one will be fitted better.
