A couple questions as I'm a noob...

That base seems to have about 1/4" of needless material, any way to get the scope a little lower to the action?

Also, is there a general rule concerning how far back/forward to mount the optic? I have it back that far because the exit pupil on this Bushnell 3200 10x Tactical isn't the greatest, and that's the most comfortable place for me to have it.

Get lower rings and have some of the base machined off the front, or you have to move the scope foreward.

You basically answered your own question on this one....you set it where it is comfortable for YOU.

I have the same rifle and went with Warne 2pc steel bases and Burris Signature rings. I set up the inserts to give me 20MOA elevation. I'm just using an Eagle stock pack, which has maybe 1/4" padding, and getting a decent cheek weld.

SharpShooter Supply makes the mag. It holds 9 rounds and is a straight replacement for the factory one. Unfortunately I don't think they ship to Canada anymore.
 
Concerning scope placement, here is some advice I received at a one week course at the Milcun range in Haliburton County, Ontario. From the prone position, the scope is generally more forward than for other positions. It was recommend that when shooting prone, when your thumb is raised from the normal position on the pistol grip, it should touch your nose. The scope is adjusted forward accordingly. I tried it and it works for me.
