my shotgun wont eject the shells

I have a stevens model 58 (bolt action 12 gauge). when I took it to the range yesterday it would fire the shot fine but it wouldn't eject the shell. I was using winchester 2 3/4" 1 1/4oz shells. I'm not sure what the problem is. I am able to cycle the unfired shells just fine, just not once they have been fired. does anyone know what the problem could be?

I got them from canadian tire, but yeah they do have a low tin base. so is the base the problem? should I get some 1 1/4oz shells with more of a base to them?
 
I had a mossberg bolt shotgun, and I had a similar problem when the chamber got dirty and the extractor got a bit gummy also.Little pieces of plastic collect in there and make it sticky. The crappy aluminum bases or heads on the shotgun shells have a bit of give to them also which is not the best for extracting them.
Use better quality ammo with brass bases on them for better extraction and they usually are better quality ammo anyways. Save the cheap ammo for your single shots.
