Video shows what happens consistently with any federal bulk ammo, regardless of which mags I use. Do you guys have any idea what I can do to make it run smoother?

 
If you're getting failure to extract/eject, look at replacing the extractor with a Volquartsen or similar. They're usually less than $15 and fix most reliability issues.
 
In this case, a video isn't worth a thousand words. Give us all the critical info on the stoppages. When it goes 'click', is there a round in the chamber? Is there a strong firing pin hit? Was there a casing from the previous shot holding the bolt open?
 
My FIL has one that was acting up. Changed ammo (his didn't like remington bulk) and it improved by about half. The major difference for his was that he used too much lube. Research too much oil in 10/22's. He changed to shooting his "almost" dry, and its improved 95%
 
I agree , try the original 10 round ruger mag. My 10/22 never fails with it but is finicky with aftermarket mags even the butler creek steel lipped ones fail me now and then.
 
Run dry is a big one. Every 10/22 build I have ever owned including the 3 current ones are ran bone dry, a little rem dry lube and that's it! I learned that one early on. Also, upgrade the extractor, currently I have a VQ, a power custom, and a Kidd. All work like a charm. All 3 builds are dang near 100% reliable with factory mags. Pretty much all I use.
 
Is this a problem that just started or is it something that has been there since day 1? I would give your 10-22 some good cleaning (chamber, the bolt and receiver) and try some dry lube for the bolt and receiver. Using the original mag is a good idea. I would also try minimags and see if the problem goes away.
My old 10-22 (factory stock) used to work flawlessly with minimags but had the exact same issue with Federal bulk that you are experiencing. I ended up chamfering, stoning and polishing the bolt plus I also polished the insides of the receiver. As long as I kept the gun clean it would cycle all ammo fine including subsonic target ammo such as SK Std plus and CCI SV. Good luck!
 
It's been said already....but clean the gun/bolt face/extractor/feed ramp...then try the factory 10-rd mag with a variety of ammo. If you're still having the issue, upgrade the the extractor itself.
 
Clean it, if it doesn't sort itself out around 700-1000 rounds, get an aftermarket extractor. In my case magazines and different ammo wasn't a factor, it's just poorly manafactured.
 
I run a TI extractor and spring. I got it from Questar. Works pretty great even with BC steel lips. I can run thru 700 rds of mix ammo with minor hick ups. Last week 1000rd and only about a dozen jams/failures. I was running it fairly wet with Penetrating oil.

I would say in m own personal experiences in the gopher fields of Southern Saskatchewan and Alberta, running a 10-22 dry in the normal condition for myself and everyone else I know that had a normal Ruger or the factory target variant.
