Mysterious part on my new Norc 10.5" CQ

New to AR, no idea what this is (the thing on the barrel under the front sight):

Haven't seen this in any previous Norc AR threads, RO at my local range doesn't know what it is (he owns a 14.5 Norc, too), couldn't find it in AR part diagram. Any ideas?

BTW, have any other 10.5" CQ owners managed to install a quad rail WITHOUT modifying the gun itself (like replacing the handguard cap)? If so, could you share the model and the vendor you got it from?
 
Not a 10.5 but I used a Midway free float rail on one of the first generation Norc CQA's - Since the rail doesn't attach at the front, it doesn't use the front handguard ferrule. Wolverine sells them for about $200, in order to install one you just remove the handguards, cut off the Delta Ring assembly with a Dremel and assemble the new handguard onto the barrel nut. Nice and tidy, gives you a continuous rail along the top and very, very solid. And yeah, that thing is to attach a side mount sling loop to - if you go with a rail, I'd just remove it, all it will do is rattle.

Thanks for the advice, but Dremel is not part of my tool set (yet)... maybe i'll get a quote from a local gunsmith first :nest:

You should try a powerful solvent/degreaser, before trying to get the finish re-done. Non-chlorinated brake cleaner or other powerful degreaser like acetone may take that crap off.

no need to bother with chemicals, I used the back of a knife to remove the paint that was over the parkerizing, it's actually not hanging on that hard
