Mystery gun with pics

I stumbled across this recently from a local collection. There are no marks except for a 4 digit serial # on the right side below the cylinder. Unusual being double-action with a loading gate .
Appears to be about 40 cal. Any help in identifying would be greatly appreciated.

Looks to be one of the Belgian made Webly/Bulldog inspired revolvers. I'm suggesting Belgian becasue the Brits didn't add the safety catch; more of a Continental thing.
 
dryfire I agree with tiriaq. The crown over R is a Belgian Proof. Some were chambered in 380 calibre; try an empty .38 Special in the cylinder.
