Navy arms(Pedersoli rolling block )question

I've just threaded and fitted a new barrel to a Navy arms rolling block action. I'm finding that when the block is shut it is hard up on the left side but tapers out to a .003 gap on the right side of the block. The tenon measures out completely square. I would like some advice on how to rectify this situation. Should I make a dummy shaft/guide and lap the breach block face, or should I carefully scrape, file, sand the barrel face to fit using Prussian blue. Any other ideas would be welcome. Well, since something's not square to the bore line, whether it is the barrel threads or the receiver threads, you should probably fix that first.
The barrel threads are square, so it is a problem with the receiver and breach block, i don't really see a way to solve that problem easily other than to recut the face of the breach block, and considering the small amount it is, I'm thinking lapping the breach face might be the best solution
