I did a quick search of the red rifle section as well as google, but I picked up a set of NEA handguards from Ellwood Epps today.. I took them out of the package and it appears the upper handguard has some kind of threaded hole for what I'm assuming is a set screw? Though in the package no screws were present; only a pin for the lower handguard.. Am I missing a set screw or is this tapped hole just incase?

Thanks,

Yep, only available with the spare parts kit. Or make your own. Definitely use one, though, it really helps stabilize the upper handguard.

Go to your local fasteners shop and buy it. It's a standard size allen key type set screw. I went and bought a whole bunch of them for a few cents each.
