Is there a big difference between 9" and 12" if barrel length is 14'', I mean as advantage except length

Depends on how you hold your rifle. Many that use a long over the top reach find the 12" more comfortable. Those that prefer to choke up on it a bit like the 9".

only if you're using irons, then your sight radius increases by 3" on the 12" rail - meaning potentially slightly better accuracy.
