NEA upper does not fit. What to do?

I have a NEA handguard set. The upper fits perfectly on one of my Cz's, but does not fit at all on the other. It is too tight. What should I do? File a bit the inside of the handguard or the rifle surface? I wonder if the paint is just too thick on this one. Maybe just a sandpaper would be sufficient?
 
Had the same issue with two of mine.
Ended up being a build up of paint on the corners of the gun.
Couple of quick passes with an emery board to knock off the build up resulted in perfect fit.

sounds like paint. Dont butcher your gun though to put it on. What is the measurement between the arms? lets just make sure they are dimensionally correct. We have 700 sets out here now and this is the first i've heard of it it being tight.
 
The distance between the arms based on my measurement is 17mm. It fits on my other CZ. It fits very tight, but I actually like it, because there is no play. So I would rather remove some of material on this new rifle then on the handguard.
 
Mine was very tight as well.Just buffed off some of the very thick paint and it went on like a dream. No way CM could make allowances for the amount of paint on each of these rifles
 
I finally fit it. Had to file down some material on the rifle. Not just paint. It looked like there were some uneven parts on the frame. Now it fits nice and tight. I will check to see how it holds zero when my scout scope arrives.
