Need accurate and consistent necksizer for 223 rem

Currently I am using Lee Deluxe kit and apparently getting fliers, that I can't explain by anything, other than inconsistent neck sizing.

Who makes neck sizers that do not depend on the force, but on the die setting only?
 
One problem with ALL bushing dies is the cosistence of the neck thickness.

If you measure the thickness of the brass at the neck, you will see some variation with each case AND variation from case to case. In order for a bushing die to achieve the same "grip" on the bullet (better accuracy) the brass needs to be the same thickness. To achieve this goal you would need to measure all the cases and select a batch with the same brass thickness OR turn the necks to the same thickness with an outside neck turning tool.

This is the technique used in "tight neck" rifles.
