I'm looking to have a pump action 12ga bbl cut back and have an I/C choke sleeve installed. Not threaded tube, but cheaper choke sleeve.

Looking for gunsmith for above job.

From my research a few years ago (2009) it was pretty much the same price to have a barrel threaded for the Tru-Choke system (given sufficient barrel thickness) as it was to have barrel machined the a choke sleeve brazed in. There in a gent in Ontario that does pretty good work if you wish to go to the sleeve. He also builds custom screw in chokes. I’ll dig up his info and post it for you.

Hello
I did alot of these back in a day and still have my tooling. It is better to have a screw in if you have enough meat on the barrel. They look, work and resell better should you change your mind.

my 2 cents

When installing threaded tubes on a plain (no vent rib) bbl that has been cut shorter, is there enough wall thickness to install another brass bead?

No you have to put a boos / block on the bbl similar to A5's that do not have a rib or the old 1100's that do not have a rib back in the day Shen I did choke tube installation I did many with sleeves for guys that wanted to shoot steel shot worked fine then you just put the bead through the bbl .
