Have you shot it off a rest/sandbags to make sure its not you first?
Honestly, the USP has a terrible stock trigger. I love HKs and USP's, but the triggers have a horrdily long Single Action trigger pull (due to the Firing Pin Safety) unless you get a Match or light LEM trigger.
Try shooting it off some sandbags before you try anything different. Pull the trigger NICE AND SLOW like a precision rifle. If you take the "human" out of the equation, and the gun is still grouping badly then you need to look at the loads.
I would try making a BUNCH of different loads in .5 or .4 grain increments, then see which is most accurate, then start refining by .3 grains, then .1 grains and see which is getting the best groups!
If you find that the gun is grouping well off rest, then you may want to get a Match trigger installed. IMHO its the BEST upgrade you can get for a USP.
Goes from about 7 pounds Single Action, to about 4.5-5 pounds VERY crisp single action! (they are a little pricey, 120-150 bucks plus install)
