Get in touch with the fine folks at http://www.pgwdti.com/
They will assist and build to your needs. You have already eliminated the most suitable, practical, and accurate cartridge though for 1500y shooting by not wanting the .338lap. Other options are .408chey-tac and .50bmg....both are expensive and hard to obtain components for.

I have been trying to get in touch with PGWDTI for a while with no luck. They don't have there phone # on their site and I don't get replies from my e-mails. I have even PM'd Steve from there on the this site with no answer. It sounds like a custom 300 win mag with a 29 inch barrel would serve you well. It is what I shoot and I love it. If I was to build another I would buy a 700 REM PSS in 300 win mag and the have it trued and a custom barrel installed. The gun is about $1000 and for $1100 you can have your action trued and a premium barrel installed. This would leave you with $1400 for scope bases, mount and scope. I have farrel mounts and rings on mine which cost $$220 and a 6.5-20 X50 M1 Tactical Leupold that I got for $1000 new. There you go under budget and accurate out to 1500 yards.

What are you shooting at 1500 yards? Very longe range target shooting is done at 1,000 yards. Mind you, any .30 calibre will shoot 1500 yards, but not necessarily with great accuracy.
You're looking at a custom premium heavy barrel in .300 Win Mag as a minimum with a custom target stock, trigger etc. Using nothing but match grade bullets carefully handloaded.

Just shoot gongs at that range. I have a Gaillard barrel on a Rem action and it is bedded in the HS stock. As for the handloading I have nothing better to do when it is cold, windy and dark by 4:00pm. I shoot Berger 210 VLDs and use Redding competition dies and Nolser brass. The majority of the time I shoot between 600 and 1000 yrds.

If it is just for shooting gongs at 1500 yards, you can do that with a lot less cartridge than any of the big magnums.

"reachoutandtouchsomeone" needs to indicate what he wishes to shoot, not just the distance.
