Savage makes a heavy barrel laminate 243 win varmint rifle too. Again it would be need to fitted with peep sights.
You should put a wtb up in the target rifle EE. Chances are there are some Palma rifles collecting dust somewhere.

Many companies make the base rifle, you will just have to have sights added... most people shooting a rifle with those specs will be scoping the rifle, so manufacturers do not want to inflate the price by adding unwanted items, like iron sights.
Ruger, Remington and Savage all make rifles that will work.
