I think it is a mounting barrel.

Hard to tell without a size comparrision, but it appears to be a pintal mount for a machine gun to me.

Doesn't look rugged enough to be a weapons mount.

I love mysteries. Just picked that as a close representation of what I think it is. Tripod head for precise mounting of "something". Oval shaped tab looks like it could be some kind of angle indicator. Doesn't look like it would be a survey instrument.
