Need help with a jam

I have a Harrington&Richardson Model 422 pump action .22LR

It has been working just fine. Last session after chambering a round the trigger didn't prime and I couldn't fire the round. The breech won't open completely to eject the cartridge and there is another round below it. The trigger won't move. Nothing happens when I try to activate the breech lock.

How can I safely disarm the gun?

I'd suggest you call a gunsmith if you have a live round in the chamber and you can't eject it. Consider the gun loaded, regardless of whether or not you think you know what's going on with the trigger/firing pin. Don't take it TO a gunsmith, call one...and see what he/she advises.
 
Fully support the "smith" route, and as suggested, don't just walk in with a loaded gun!

You can look at a parts breakdown at Numrich's site. Use Nobel 235G (for some reason they don't have the breakdown under H&R 422) as it's the same gun. Some were marked H&R.

Have you tried removing the inner magazine tube, pointing the rifle straight down, and wiggling the slide? The second round could be coaxed back out the mag tube with some wiggling/jiggling. If it's deformed/mangled by being lodged, it would take some effort. Once it's freed, you can remove chambered round.
