A buddy picked up a used ZR7-RG shot gun from Turkey made by Asena. He did some reading and he thinks its a weatherby SA-08 knock off.

It's a 12 g semi auto that can shoot up to 3 inch.

It won't cycle target or heavy 3 inch loads we've tried. It cycle both occasioanlly, rough guess 10% of the time

The round will come out of the tube, sit on the carrier, but the carrier doesn't seem to lift it high enough to chamber.

He's going to take it apart and clean/lube things are try again.

Anything else we can try?

Have you considered polishing the chamber ?
Similar to what was going on with the Remington Expresses of yore ?
Also a good cleaning with (insert fav.brake cleaner) of the chamber, the gas piston etc and little or no lube?
Lots of places to look and start.
Pick one and go from there.
But, at the very least clean with brake cleaner of the piston assembly as the first and go from there.

My first shotgun ever was a brand new Weatherby Uplander pump and it had sever feeding issues (be it target loads or 3" shells) right out of the box.

While the gun had a beautiful finish and had a nice fit to my body dimensions, I just sold it after a few months and disclosed to the buyer that it had feeding issues.
I wasn't going to spend money and effort fix a $700 shogun.

My second (and evermore) shotgun was a Stoeger M3500... its the Toyota 4 Runner of the semiauto shotgun world.

Never thought to polish the chamber, but makes sense. Thanks. I'm new to semi auto shotguns.

Clean the chamber good and take the gas system apart and do a real good cleaning, make sure everything is moving easy along the mag tube.

There are some turkish semis that like to have the gas piston fairly wet, when you clean it give it a healthy dose of oil and see how it runs. If that doesn't help try cleaning it again and use very minimal oil or possibly some sort of dry lube.
These were brought in by Corwin Arms a few years ago and most seemed to have very good luck with them, but different models they've had usually liked to work with either one or the other.

What ammo were you using? I had a 20ga semi that i had problems with challenger shells a while back. The rim seemed to be a bit more slanted than other brands and they felt a little waxy in your hand when holding them, which i think made the slanted rim problem even worse, the extractor would slip off and cause all kinds of problems. I switched to federal or winchester and it cycled like a champ

I had the same problem with Challenger target in my 20 pump, jammed like nobody’s business. Switched to Remington and Federal and it was like night and day. Challenger went to my buddy for hid O/U and worked fine.

I tried challenger target ammo, whinchester target ammo and whinchester 3 inch goose loads. All had same result, about 10% cycling

I think it just needs a good cleaning. When I took it apart a bit, seemed really dry inside

After you check/polish the chamber, do the same to the outside of the mag tube (where the gas piston rides). After that's polished give that a light oiling.

I'm not familiar with the make of gun you mention but if it's the same or similar to an Sa-08 then it may not have the correct gas valve installed. The Sa-08 comes with two valves, one for light loads and one for heavy loads, the valve for heavy loads won't allow the action to cycle target loads.

I had very hard extractions with Challenger game loads in a nearly new 28 gauge Ithaca pump gun.
Dismal shotshells for anything but a good hinge action.
