Need helpwith mounting rings

I'm trying to put a pair of Burris 1" Zee rings on some bases that I don't know what the brand is. They are two piece bases, the front once looks like it has the number 35 stamped on it and the rear has # 36 stamped on it. The problem I'm having is that I can't get the screws to tighten up all the way. The head of the screw is touching the side of the ring, there are still some threads showing on the inside of the ring on the other side. Should I be able to get enough torque out of a regular screw driver to snug these up?? Do I have the wrong rings for these bases ?? I don't want to keep forcing the screw and possibly mess things up. Thx
