Need recommend on scope for my M4

The only scopes that fit your budget that I would recommend are the Vortex Crossfire series, available in 1.5-5X32 all the way to 4-12X40 with illuminated reticles available all for under $200, or the Vortex Strikefire series of red dot sights, also less than $200.
