Need scope for 243win out to 250yds for deer

Either will be good, personally i prefer the 2-7x33 over the 3-9x40 because i like using shorter rings. 7 power is still more tha you need for accurate big game shooting at 300 yds and under.
 
Here's my younger brothers first big game harvested with a cz 243 and vortex viper 3-9x40, shot here across a coulee at 268 yards. I gave him that setup for his 13 birthday that he celebrated summer of 2012 and nailed this Dow in the fall. I like the 40mm objective and the extra power don't hurt, but the other posters are right 2-7 will get the job done and so will 3-9 all in preference.

A used Leupold M8 in 4 or 6x would be perfect if not a tad long looking on a short action. They pop up on the EE for a good price often. The same power in an FXII would be equally good.
 
While it is nice to have a variable, for deer hunting it is hardly needed. I have shot many mule as well as whitetailed deer with a fixed 4x Leupold equipped rifle at ranges out to 450 meters with no issues.

True, but why not have the option, and at almost the same price point there's no reason not to go variable.

I'd mostly agree that a fixed power is almost as versatile as a variable and even on my variables I still hunt almost exclusively with the scope set at 4X. Sometimes it's nice to have options. I followed a mortally wounded bear into thick brush a few years back, and having the option to drop magnification to 2 power was quite handy in those conditions. The story doesn't have a dramatic conclusion, we found the bear 75 yards away and nearly expired, 1 shot and it was over.
