Need some input, is this rust?

I received a used rifle yesterday and I'm wondering if I have an issue here. After getting it cleaned up I noticed this ring just outside the crown and I'm worried that it's rust. You can barely see it without the right lighting but I was able to get some pictures. It's important to mention that the rifle was filthy (which isn't ideal but whatever I would have cleaned it anyways) and I think the seller missed it because of the carbon buildup on the muzzle. I did some very careful scrubbing with a hard bristle brush and #9 and it doesn't seem to be going away, I'm afraid to do anything more because of the proximity to the crown. I haven't found this anywhere else on the rifle and the bore cleaned up nicely to my eye (I don't have a bore scope or anything). The barrel and action has a phosphatized finish if that matters.

So what do you think? Anything I should try? Will it get worse? Is it even rust? Am I a picky SOB? The rifle was advertised being in "excellent condition". Frankly I don't really care about the mark unless it's going to cause an issue down the road. Thanks for your help.




 
Probably powder burns. I wouldnt worry about it too much. You really expect a area where a fireball, gases and a copper bullet flying out past 2000 fps to be perfect?
 
Thanks guys, like I said I don't care about it looking pretty, just wanted to know if this is something I need to deal with. I've put hundreds of rounds through my rifles before cleaning them and have never seen this before so I thought I should ask.
