Need Some Translation Help On A Russian 91/30 Inscription Please

A bit new at this and need some help on a rifle I just picked up.

The inscrption on the barrel shank of this 91/30 is supposed to celebrate Czar Nickolas' founding the Tula Arsenal in 1774.

Can anyone confirm this and maybe provide a translation?

Any other history on the rifle would be appreciated.

Not quite. Using my Ukrainian and a little extrapolation I have come up with the following.

First, or maiden
Ordinance
Factory
SSSR (USSR as we know it)
in Tula
1928 year

Makes sense since the Czar was dead and they wouldn't commemorate him at all. Interesting thing is the crest on the hex reciever just under the serial number. Is it a hammer and sickle with a wreath around it? That is a crest for the Izhevsk arsenal. Looks like a Tula Barrel on an Izhevsk receiver. Check out the following link. Shows a couple examples of the same stamping and maybe you can figure out what some of the other marks mean.

If You would try to sale on Russian Market it is propably worth quite a lot, unless their is a lot of rifles marked like that?????
