I believe the quote is actually the reverse of this. "Never ascribe to malice, that which can be explained by incompetence". I had to look it up. It is known as Hanlon's Razor and instead of incompetence it is actually stupidity. https://en.wikipedia.org/wiki/Hanlon's_razor
