New applicants can't get RPAL?!

I wanted to get a PAL and an RPAL at the same time, but when I was reading http://www.rcmp-grc.gc.ca/cfp-pcaf/information/lic-per-eng.htm, it says: "[PAL] is the only license currently available to new applicants."

How do you get RPAL now? I wasn't able to find any info on that at all. Did they stop giving out RPAL or something?

Restricted is just an endorsement on your PAL once you get it....as far as I know.

Once you complete your PAL, you'll be able to get your RPAL, in practicality, these are done at the same time (if you choose such a course) and the application happens concurrently....at least I think it does.

The only stuff you wont be eligible for is prohib endorsements like the 12.2-12.6 stuff
 
Probably can't get both of them at the same time, like before.
Don't know for sure, just a guess.
Maybe they want you to get the PAL first and then apply for the RPAL.
Anything to make gun ownership less disireable.

This does seem to make sense. When I was looking at the form, it had a question: "Indicate the class of firearm(s) you wish to acquire and possess in the next five (5) years." with options: non-restricted, restricted and prohibited.

Another question: The form asks for 2 references, but I read on many websites that they ask for 3, were the websites wrong, or did they change it?

This is right. It's been a long time since I read that piece, but I think if you read it again it described POL and PAL then goes on to say that there are no new applications for POL, just PAL . And within the PAL there is a restricted endorsement you can get.

Don't panic! The term "RPAL" is a mistake made by most of us here. The PAL is like a driver's license: when you get your Driver's you get if for a class of vehicle, not a totally new one when you get a second class of vehicle. There is no such thing as an RPAL... there is, however, the PAL with the added class of restricted. Make sense? And for the lucky, the added classes of Prohib....

You can get your Non-restricted AND Restricted classifications on your PAL at the same time... just like getting your Motorcycle and basic vehicle on a Driver's at once.
