New AR build - newbie question

So - I've just completed my first AR build (i.e. buying a complete lower and a complete upper and assembling the two pieces... not rocket surgery, I know, but baby steps...) and have a couple of questions that I'm hoping aren't too dumb to get answers from the group... here goes! (I have done some searching online for these issues, but my google-fu must be at a low ebb...)

First, the fit between the upper and lower is tight. Quite tight. As in "kinda have to whack the upper with my balled fist to close it" tight. Is this a good thing, a bad thing, or likely indifferent? I've heard that loose isn't great for accuracy (hence the accu-wedge), but I've got no idea if the absolute other end of the spectrum is where you want to be, either. It's an NEA lower with a Spike's upper, if that's helpful at all.

Second, what's involved in getting a "verifier" to, er, verify whatever needs verifying? Is there generally a cost associated with the service, is there a list of verifiers posted somewhere (I'm located in Victoria, B.C.), does it need to be done before taking it to the range for the first time, do you get some sort of "verification certificate" that needs to never more than 43.25 inches from the firing pin of the rifle, etc.?

Also, if one were to have more than 1 upper (I don't, but may down the road), does each combination of upper and lower need to be verified separately, or just the one with the shortest barrel/biggest scope/most evil looking? :p

Tight is good, if you can close it and push the pins through by hand all is good.

No need for a verifier, you should however technically advise the CFO of the barrel length of th AR for the registration.

I thought only lower receiver has to be registered? Upper is not a firearm.

Canadian Eh! - thanks muchly for the response; I was hoping for a bit more of a unanimous voice of CGN'ers to chime in a few with "what he said!" 's, but I guess I'll have to take the lack of disagreement from the masses as endorsement...

Your lower is the registered part. Just call the cfc and tell them it has an upper receiver with x length barrel. They will amend the registration data to reflect this and might issue you a new registration certificate. Though a few times they didn't send me new ones and just said they updated the file.....
 
If I'm not mistaken you have 30, or maybe it was 60, days to notify them of any changes. As far as I'm concerned, my receivers are still just lower receivers. They are taken apart for cleaning more frequently than the time limit specified(I looked it up once upon a time). The updating barrel length seems ridiculous to me on a rifle that can change barrel lengths every 15 seconds. Now if you changed from non-res to restricted, that'd be different. But it's an AR so that's not even relevant.
