Any idea if it is all lacquered steel or is there a chance for some copper-washed in the mix?

I got a box of this stuff. Sure it smells slightly mouldy but I ran 60 rounds thru my SKS and it fired nicely. The ammo is all copper washed so the bullet looks the same as the casing.

Good ammo. Picked up a crate from Tradex as my single Christmas present lol
It's Peoples Republic of China. Mine was factory 61 (unknown factory China) production year 1968 lot.
